What is the USCIS EB-5 Immigration Investor program?

The USCIS administers the Immigrant Investor Program, also known as “EB-5” or 
"Employment-Based Immigration: Fifth Preference ," created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors in U.S. business ventures. Under a pilot immigration program first enacted in 1992 and recently extended another three years into 2015, certain EB-5 visas also are set aside for investors in Regional Centers designated by USCIS based on proposals for promoting economic growth.

Required minimum investments for EB-5 immigrant investor are:
  • The minimum qualifying investment in the United States is $1 million.
  • Targeted Employment Area (High Unemployment or Rural Area). The minimum qualifying investment either within a high-unemployment area or rural area in the United States is $500,000.

U.S. Citizenship and Immigration Services (USCIS) invites interested parties to participate in a conversation with USCIS Director Alejandro Mayorkas regarding the EB-5 Immigrant Investor Program on Monday, December 3, 2012 from 2:00 p.m. to 4:00 p.m. (Eastern). During the engagement, Director Mayorkas will discuss EB-5 policy and procedural issues and take questions from participants.

Sandy RAVAGES Tri-state area, but cant hold up progress on Cancer Proton Center


Empire State EB5 Regional Center was down in New York City last week and the drive through the city was disastrous. With down power lines, roads washed out, and lack of gasoline still could not stall the progress on a Proton Cancer Treatment Center project. Empire State EB5 along with state and county officials met to finalize the details on the $83 million dollar facility which is slated to begin in early 2013. With this new state of the art, innovative technology it will be one of eleven facilities implemented in the United States. The treatment center will benefit many individuals, with its main focus on children and underserved communities. Proton treatment is especially important when treating children because protons help reduce radiation to growing and developing tissues.

EB-5 investors inject money into American charter schools

The difficult step for these charter schools to hurdle is initial start up costs for new schools to open. The avenue that many schools are looking into is foreign investment: USCIS EB-5 Immigration Investor program. The EB-5 program participants can get a temporary visa by investing $500,000 to $1 million in a federally approved business. If the business creates or preserves at least 10 jobs in two years, the investor and his immediate family are eligible for permanent residency in the United States. More and more foreign investors are investing into charter schools in New York, Florida, Arizona, and others states.

Rock Hill Regional Center and Delaware State Regional Center


Empire State Regional Center has several new and exciting projects. Rock Hill Town Center and HydroCoil Power. A brief description can be found on our websites:


Rock Hill Regional Center:
  - Rock Hill Town Center


Rock Hill Town Center is a project in development from the ground up that will be funded by EB-5 investment through Rock Hill Regional Center. Located in Rock Hill, NY, Sullivan County, this will be the next extreme project that will bring growth and demand to a county longing for an economic boost. 

The development of Rock Hill Town Center has two phases;  Phase I will include the construction of a 90-room hotel, 60,000 sqft. of retail space, 384 apartment units, and the balance of infrastructure required for the commercial space and 1,273 fully improved residential lots. Phase II will include the development of another 60,000 sqft. of retail space and the remaining infrastructure required. The Commercial Retail space has been designed to create a true feeling of a town center where people go to work, shop, be entertained, and spend a casual day.


Delaware State Regional Center: 

Delaware State Regional Center’s  initial project is HydroCoil Power. The initial job-creation investment will begin production and marketing of HydroCoils products.  Manufacturing power units in Sussex County, Delaware, and will provide needed goods and services to the marketplace as well as increasing employment opportunities in the area. 


HydroCoil Power, Inc. (HCP) markets the revolutionary HydroCoil Turbine Technology targeting low-head, medium flow hydroelectric power generation markets. Market penetration is enhanced by the unique strengths of the technology. It is scalable, compatible with existing infrastructure and requires minimal installation, operation monitoring and maintenance. Over the past 50 years there has been no innovation targeting the micro-hydro market potential.
