Bonacic Wants Legislative Control Over The State's Casino Locations


More positive news coming out of Albany, New York pertaining to the locations of where the State's Casino's will be located. This is great news for the Rock Hill Town Center project that is sponsored by RH Land and Rock Hill Regional Center (Empire State EB-5). With the bolstering of economic growth in the Upstate New York region, especially with the casinos in mind, this area will be in need of hospitality and commercial real estate which the Rock Hill Town Center will have to offer.

Bonacic said he would ideally like to see three casinos in the Catskills and one at the Aqueduct racino, which produced record revenues last month.The Catskills in 2001 was authorized to have three Indian casinos, but has never been built.

Reigniting the Catskill Tourist Industry: EPR Properties and Empire Resorts


Below, Empire Resorts releases great news last week regarding the Concord Casino and Resort development in Sullivan County. The Rock Hill Town Center is less than 4 miles from the future Concord Casino and Resort. The Rock Hill Town Center (Empire State EB-5/Rock Hill Regional Center) is an EB-5 funded development project that will be split up into two phases. Phase I will include the construction of a 90-room hotel, 60,000 sqft. of retail space and residential lots. EPR Properties (“EPR”) (EPR), together with Empire Resorts, Inc. and its wholly owned subsidiary, Monticello Raceway Management, Inc. (together “Empire”) (NYNY) last night received approval from the Town of Thompson Town Board on the Comprehensive Development Plan (“CDP”), SEQRA findings and the Planned Resort Development Text Amendments (“Amendments”) for the 1,583-acre site of the former Concord Resort (“EPT Concord Resort”). Approval of the CDP and SEQRA findings and the adoption of the Amendments means the joint developments can now move forward with the submission of individual site plan applications, thus initiating the commencement of the build-out of the proposed EPT Concord Resort

Rock Hill Town Center: Concord Resort and Casino - A new approach. A new opportunity.


The site sits directly off of Interstate 86 Exit 106 and is less than4 miles from Rock Hill Town Center.  This project is a joint venture of Empire Resorts, Inc., which is controlled by the Genting Group of Malaysia, and Entertainment Property Trust, which is a $2.9 billion real estate investment trust. Genting Group is one of the largest conglomerates in Asia with holdings in excess of $40 billion.  It is also one of the top gaming and casino operators in Asia (Resorts World) and was the original financial backer of Foxwoods Casino in Connecticut.  Together, Empire Resorts and Entertainment Property Trust have already invested in excess of $300,000,000 in Sullivan County, where the Rock Hill Town Center is located.  The Concord Casino and Resort project will create in excess of 2000 immediate construction jobs and over 1500 permanent jobs.

NYS DOT I-86 Highway Project and Rock Hill Town Center


The Rock Hill Town Center is a ground up development project that will utilize funding through EB-5 Immigration Investment program through the Rock Hill Regional Center. Located in Rock Hill, NY, Sullivan County, this will be the largest project of its kind ever in the area. The area is seeing dramatic economic growth and foresees growth and demand to increase in the surrounding areas.  One major point to note is the huge highway construction project that is happening now. NYS DOT (New York State Department of Transportation) is spending over $100 million dollars to improve the  I-86 project as well as exit 107 - 109 at Rock Hill.

Here are a few highlights of the highway conversion of Route17 and Interstate 86 in Sullivan County, New York.

  1. On the drawing board for almost 20 years, NYS DOT has ramped up construction due to site development and other county drivers.
  2. Interstate 86 will be elevated over 60 feet near the base of RHTC site
  3. A dangerous curve is being removed to improve the flow traffic
  4. The interchange will revamp Rock Hill Town Center site visibility and awareness.

Rock Hill Regional Center and Delaware State Regional Center


Empire State Regional Center has several new and exciting projects. Rock Hill Town Center and HydroCoil Power. A brief description can be found on our websites:


Rock Hill Regional Center:
  - Rock Hill Town Center


Rock Hill Town Center is a project in development from the ground up that will be funded by EB-5 investment through Rock Hill Regional Center. Located in Rock Hill, NY, Sullivan County, this will be the next extreme project that will bring growth and demand to a county longing for an economic boost. 

The development of Rock Hill Town Center has two phases;  Phase I will include the construction of a 90-room hotel, 60,000 sqft. of retail space, 384 apartment units, and the balance of infrastructure required for the commercial space and 1,273 fully improved residential lots. Phase II will include the development of another 60,000 sqft. of retail space and the remaining infrastructure required. The Commercial Retail space has been designed to create a true feeling of a town center where people go to work, shop, be entertained, and spend a casual day.


Delaware State Regional Center: 

Delaware State Regional Center’s  initial project is HydroCoil Power. The initial job-creation investment will begin production and marketing of HydroCoils products.  Manufacturing power units in Sussex County, Delaware, and will provide needed goods and services to the marketplace as well as increasing employment opportunities in the area. 


HydroCoil Power, Inc. (HCP) markets the revolutionary HydroCoil Turbine Technology targeting low-head, medium flow hydroelectric power generation markets. Market penetration is enhanced by the unique strengths of the technology. It is scalable, compatible with existing infrastructure and requires minimal installation, operation monitoring and maintenance. Over the past 50 years there has been no innovation targeting the micro-hydro market potential.
