Cuba Memorial Hospital Turns to Empire State EB-5 with Plans for an Assisted Living Facility to Provide Healthcare Services to a Growing and Aging Population in Upstate New York



 
“Job Creation” is not simply a new catch phrase created by the government to garner the adoration of the public during sluggish economic times or to gain the attention of the media to create news. While we are bombarded with different approaches to create new jobs and get individuals off unemployment and back to work, regional centers such as Empire State EB-5 are working with organizations in communities across the country to cultivate viable plans for job creation into sustainable realities. 

Empire State E-5 recently took some time to discuss with Jack Ormond, Chief Financial Officer at Cuba Memorial Hospital, proposed plans for an Assisted Living Facility in the Town of Cuba, New York. The Stonewood Crossing Assisted Living Facility will have 50 apartment units and seven of the units will have two bedrooms for double occupancy. The facility will have for a program of social and enrichment activities scheduled by staff, and trained nursing personnel will provide medication management for residents.
 
During our time with Jack, we spoke about his experience with the Regional Center Principals David Eckert and Keith Schubmehl, development plans for the facility, and how regional centers such as Empire State EB-5 are utilizing the government sanctioned EB-5 program to assist organizations with alternative financing opportunities (see Blog Part 1 here).

For the second part of our blog series, we discussed with Jack the direct economic effect of the proposed Assisted Living Facility in regards to job creation that will have immense impact on not only the Cuba community, but also the State of New York and US economy as a whole.

We’ve provided a summary of our interview with Jack in order to showcase the most compelling and key facts about the Assisted Living Facility in Cuba, New York. 

Why is the assisted living project vital to the community?
Ormond: It gives us a full spectrum campus that does not exist anywhere within this region within 50-75 miles of where the hospital is located. Our market study census figures state that there are 74,000 individuals over the age of 65 within 30 miles of Cuba Memorial Hospital. That’s quite a market for this type of service that simply cannot be found in the area.

How will the Assisted Living Facility at Cuba Memorial impact the community at large in terms of job creation?
Ormond: The Assisted Living Facility at Cuba Memorial will employ between 46 new individuals, including both full time and part time employees.

What is the projected economic impact of the Assisted Living Facility on the economy?
Ormond: The Assisted Living Facility will create a 4 million dollar annual expense that will be paid for. The facility will generate an additional economic benefit to our region, as the calculator for New York State is generally to be at 2.5 times the expenditures.  We have projected at an 8 to 10 million-dollar annual impact to the community that is hugely important.

Located in a targeted employment area, the Assisted Living Facility meets the criteria for EB-5 investors according to an economic impact study.

According to the Bureau of Labor Statistics, healthcare is one of the largest industries and accounted for 14.3 million jobs for wage and salary workers in 2008. The healthcare industry will generate 3.2 million jobs between 2008 and 2018 (more than any other industry), and with an aging US population, the need for Nursing and Assisted Living facilities could not be more apparent. Nursing and residential care facilities account for 22.8% of all employment within the healthcare sector, and this number is expected to rise exponentially as more individuals reach the age of retirement or are in need of Nursing and Assisted Living care.

Cuba Memorial Hospital upgrade approved


Congratulations to Cuba Memorial Hosiptal on their recent approval on the upgrade for the sprinkler system.  Empire State EB-5 is very proud to work with Cuba Memorial on our current EB-5 project that was approved by the USCIS on July 2, 2012 - Stonewood Crossing Assisted Living Facility.

State regulators at the Department of Health have approved a plan to upgrade the sprinkler system at Cuba Memorial Hospital’s skilled nursing facility.

The $200,000 project allows the Allegany County facility to meet federal requirements included in the Life Safety Code for long-term care facilities and nursing homes that participate in the Medicare and Medicaid programs.

Empire State EB5 interviews: Chief Financial Officer of Cuba Memorial Hospital regarding EB5 and Stonewood Crossing




For part 1 of our special blog series, Jack Ormond, Chief Financial Officer of Cuba Memorial Hospital in Cuba, New York  recently took some time to discuss with EmpireState EB-5 how the hospital came to find the EB-5 program, explain the benefits of the Cuba Memorial Expansion Project to the region and to address Jack’s experience and interactions with Empire State Regional Center Principals David Eckert and Keith Schubmehl. 

Our goal at Empire State EB-5 is to provide pragmatic and real-time insight to potential EB-5 investors, as well as organizations looking for alternative financing through the government sanctioned EB-5 program. 

The Town of Cuba is situated along the western border of Allegany County in upstate New York, with the Village of Cuba located within its borders.  Approximately an hour and a half drive south of Rochester and Buffalo, Cuba is surrounded by a lush rural landscape and is full of rich history.  Whether it is the infamous Seneca Oil Spring, beautiful Cuba Lake and numerous points of interest along the way, residents and visitors of the area delight in the scenic surroundings of Cuba. One of the mainstays of the town, Cuba Memorial Hospital, formally opened its doors on February 1, 1923.  

With 74,000 people over the age of 65 located within 30 miles of Cuba Memorial Hospital, the need for expansion of Cuba Memorial Hospital with a proposed Assisted Living Facility was met with excitement and anticipation.  With its beautiful rural location and numerous benefits to seniors within the region, its assets could not be ignored. Due to the restrictive nature of the current lending economy, Jack Ormond, Chief Financial Officer of Cuba Memorial Hospital, turned to the Empire State Regional Center EB-5 Program in order to transform the vision of this new community into a reality.

We’ve condensed our interview with Jack in order to provide the most insightful and pertinent details, illustrating an active synopsis of the everyday ins-and-outs of the EB-5 process.

Can you tell us a bit about the proposed Assisted Living Facility Project in the Town of Cuba and what benefits it will provide to seniors?

Ormond: Cuba Memorial Hospital obtained approval from the State Health Department for a 57 apartment assisted living project. When completed, the facility will also have 22 patio homes for independent living individuals and couples. We will create a campus adjacent to the hospital so that we may provide a full spectrum of care ranging from independent living to assisted living, to skilled nursing within the hospital (in acute care) along with our urgent care center.

Can you provide some background on how you came to identify the EB-5 program as a viable financing alternative for Cuba Memorial Hospital’s new Assisted Living Facility?

Ormond: We’ve been working with Keith and Dave for 18 months, looking for financing at a reasonable rate for our assisted living project. They identified the EB-5 program, and we proceeded, completing an application and filing in late July with US Citizenship & Immigration Services (USCIS).

What has your interaction with Dave and Keith been like and how have they assisted you with ‘red-tape’ issues?

Ormond:  We are very pleased with our interaction with Dave and Keith as well as their continued work with various consultants that actually put together the economic studies and marketing data that went with our initial submission.
